Never! Development and support for Photoshop CS3 doesn't exist. If you are going to stay with Photoshop CS3 then you need to download and use the latest version of the DNG converter to create digital negative copies of your raw images. Then it will be possible for you to work with those DNG files in Photoshop CS3/Camera Raw 4.6.
There is a release candidate of Adobe Camera Raw 5.6 and the DNG converter available today in Adobe Labs at https://labs.adobe.com/
While ACR 5.6 won't work with CS3, you should be able to use the new DNG Converter to convert the CR2 files from the Canon 7D to DNG files that can be opened with the latest ACR for CS3.
