                    Top of what page? You started a new thread and we don't know what page you were looking at and we don't know if this is even a Windows computer.
Did he uninstall the software or just delete the drive from device manager? If he deleted the hardware then all he has to do is "search for new hardware" in the "Control Panel" and it will add it back.
The interface between computer and CD/DVD drive is the same that runs the hard disk. But, if he also uninstalled the software (Nero is one such program) Then he will not be able to burn some types of disks. There are free Burning programs just Google "DVD burning programs" or shear Kioskea for one.

                    Go to run and type
devmgmt.msc and click ok
Right click on your DVD/CD drive and select '' scan for hardware changes ''
your CD/DVD drive should automatically get detected
If you do not have a CD/DVD drive icon in your computer try this
Download this
http://www.dougknox.com/xp/utils/XP_CD-DVD-Fix.zip
Extract and run the exe file
Click on repair,reboot
You should get back your cd/dvd drive icon
