What did you do ? Did you face any other issue before this?
If you face the same issue in safemode then try this
Insert your XP CD
Press any key on boot up,wait for menu screen to load
You should find threes options-install,repair(recovery console),quit.
We need to repair.Click on R key that will take you to recovery console
Enter your password and type this command there
copy g:\I386\USERINIT.EX_ C:\WINDOWS\system32\USERINIT.EXE
Where g refers to your cd/dvd drive letter)
Try to boot again
