Comparing values of 1 excel cell with column Closed

Hello, 
Please can you assist me with this excel formula?

In sheet 1 I have business rules specified in column A and all the requirements that exercise this business rule specified in column B.

In Sheet 2 I have the Requirements in details. Column A = Requirement Number and Column B = Requirement Detail.

I want to Run a formula in Sheet 2 such that Column C cells have the values of Business Rules exercised by the requirements in Column A.

What kind of data are we talking about?
Sheet1 Column A contains text?
Sheet1 Column B contains more text?
Sheet2 Column A contains numbers?
Sheet2 Column B contains text?

Now you want to put Sheet1 Column A data in Sheet2 Column C depending on the value in Sheet2 Column A.

What is the relation between Sheet1 Column A data and Sheet2 Column A data?

Am I warm or am I moving off track?

Maybe you can provide some rows (enough to make your point) of data and explain how you foresee the data in Sheet2 Column C to appear.
