My desktop PC want start

Hello,
My WXP desktop PC at certain times want start when I press the button although it is powered on.
Then after some time when I try again it starts normally.
Your guidance will be appreciated.

The next time the issue occurs, make sure you do not have any USB devices (such as Flash card, external HDD, etc) plugged in to your PC during start up.

Windows XP is notorious for failing to load when there is a USB device plugged in during start up.
