Skype problems

Hello, i've been trying to log into sype but every time i try it says "skype cant connect". ive tried downloading different versions, renaming the file and everything. im thinking that maybe my Windows Firewall is bocking it and so when i go into my control panel to find system and security and then windows firewall, i cant find stystem and security. my only options when i open my control panel are:
1. Set Program Access And Default
2. Windows Catalog
3. Windows Update
4. New Office Document
5. Open Office Document
6. Prigrams
7. Documents
8. Settings
9. Search
10. Help and Support
11. Run
