No boot up

Hello,
What can I do when I switch on my comp. & all I get is a blank screen ( monitor light is flashing ) , green light on comp. is on but red light stays on for about 30-40 secs. & then goes out. The key pad is not active & I cannot boot from CD .....
HELP PLEASE................................................................

it is can be power supply issue that means you need to change SMPS of CPU ...you can try checking with SMPS of another system (your friend's system)....do you hear any beeps when you start the system...like three beeps in a row?
