Virus on computer. Can't access anything.

Hello,

I managed to get a virus on my laptop which upon startup opens a webpage that completely blocks me from accessing any part of my computer. The screen goes white for a bit then shows a page which says: "This Program Cannot Display the Webpage."

I have tried to start the computer in safe mode but it still happens and I have also tried a system restore and it doesn't work.

Any advice or anyone suffer from this issue before? I do have quite a few photographs I would rather no loose on my computer so a total reinstallation is not an option right now...
