Boot from cd no boot device available

Hello,
Ive been reading so much lately and getting nowhere!! Ive tried removing and reinstalling my hard drive.. ive tried putting my boot up order in different sequences..nothings working..i get a mssg at start ip that is black screen reading: boot from cd: no boot device available press enter to retry

SOMEONE PLEASE HELP ME! ANY SUGGESTIONS PLEASE PLEASE?? (Dell windows vista)

Your hard drive has probably failed.
You can get this message when the BIOS can't find a bootable hard drive and then tries to boot from the CD drive.
