Hi sidibay,
You need to download Dell Webcam Central for your Inspiron 1564, this is the Dell application as well as driver for webcam. You can download this from:
https://smartsource.dell.com
Open the link from your Dell Inspiron 1564 using Internet Explorer. Select your
region, click on submit, accept the terms and conditions and register the system. It will show you a list of all the available downloads from Dell specific to your machine.
