Help needed to monitor folder modified time

Hello,
I need to monitor the modified time of a folder and if the folder is not modified since last 60 mins, its should send a mail by calling anothebatch file. I have batch file to send mail through command line utility. Can anyone help me for this code to monitor folder modify time?
