Need to change configurations for i5p5000 china phone to U.S.

Hi there. I got the i5 p5000 dual sims 3.2 touch screen phone from china but can't access the internet, nor can I set the time and date to my timezone. My service provider said they could not provide the wap settings because the phone is still configured for China and I would need the U.S. configurations before they could give me the settings I need. Help plz.
how would I configure this phone.
