Hello,
Try this 1
1) Click on the below link "Reset" and follow the instructions
Reset
2) Enter your "Hotmail ID" and the Captcha.
3) Select an option for resetting your password.
OR
Click on "I can't use any of these options." and follow the instructions.
Make sure that you provide the correct details.
Note: No need of filling "Billing info"
