Sandisk 64 gb flash drive 3.0 not working.

I have purchased a sandisk 64 gb flash drive 3.0 extreme it was not working I.e. it was showing message of not responding so I replaced it from the showroom with a new sandisk same capacity but still its not working it hangs down my computer it cannot be formatted , as soon as I connect my flash drive it shows not responding when I checked it in disk management it showed error( cide 31 ) .... plz help me tell me what to do , should I purchase a new flash drive of another company
