It could be the power supply or the motherboard. I suggest you find a good local repair shop and pay for them to do a diagnostic. You might find that it's cheaper to buy a new computer than to fix this one.

If the fan turns on , then it is 99.99% not the Power supply.
Is the graphics card integrated? If you are not certain, take the PC to a local repair shop.
