Dell problem with language

My husband is using a Dell Windows XP desktop computer, and was on Facebook, all of a sudden the language changed from English (US) to what appears to be Russian, I went into the control panel and looked and that is set for English, I also used the tool at the top of the page and it is also set for English, I have shut the computer down and rebooted and it is still in this foreign language.
What else can I do to resolve this, and by chance can you tell me how this might have happened?

Hi,

If you are using Internet Explorer please follow the steps mentioned below:

1. Open the webpage.
2. Right-click the webpage, point to Encoding, point to More, and then click the appropriate language.
