My desktop computer Lights won't turn on immediatelly....

I press power button, desktop computer turns on but I don't get any lights nor does it boot at the moment yet after some time, probably, minutes, hours, then the power light turns on and I get the beep sound... and the computer boots... What is this? I can connect USB peripherals while the Desktop CPU is on but If I turn off the CPU then it doesn't turn on.... until I disconnect the USB peripherals and hours after pressing power button...

Can you replace the power supply with a known operating one?

This looks like a problem with a marginal power supply.

Got a new one, same problem...

Then my best guess is you have a motherboard problem.

Yeah and if not now I do bent some processor chip socket pins, when dusting... crasp
