Please Help Me to Speed Up my new PC

I was bought a PC 10 Days ago. But it is very slow from first time . It takes minimum 30s to start and power off. If i click tree , it don't works first 5s, after 5s it run's slowly. When i convert any of video file(1GB) DAT File to 320x240 3GPP2, It takes more than 8munits. If i install any software or antivirus more than 30MB, it take more than 5munits to install. It unhappy for me. I also re-install windows 7 . But it couldn't solved.
Configaration is
processor: i3-4130
Mainboard: Gigabyte H81M-S2PV
RAM: A-DATA 2GB 1600MHz
HDD: Western Digital Green Power 1TB WD10EURX-7 5400RPM, 64MB Cache, 6GB/s
and monitor is viewsonic 20inch LED 1600x900
please help me to find this problem to prevent.

Hang in there.....

So, what have you been doing with it? Have you downloaded the latest and greatest game for free, and ended up with 20 other icons on your desktop?

What has changed since opening up the box? Did you update all of the software when it said it needed updating? If your machine was in the box in August of 2013, by December of 2013, it will need updates!

Care and feeding! If you are going to let it into the wild, you must keep its shots up to date!

No i have n't installed any game or powerfull soft. but it slow. i don't know what is problems.
