Dell studio laptop won't go past startup screen

I have a 5 year old dell studio laptop. It shut down incorrectly and when I went to restart it, I goes from the dell screen to the widows screen. The green bar starts at the bottom and then the screen goes blank. A startup repair begins and then blank again

By pressing f8 I was able to start in safe mode. I restarted with no luck. I don't want to lose my important data.

How can I get my computer to restore ?

I tried to have it go back to last time it was working normal from a back up, but it don't work.

So you're able to boot into Windows in Safe Mode?

I run start by booting up in clean boot.
