Can't install operating system

There was a nasty virus on my computer and I tried everything I could do to get rid of it. Nothing worked so I decided to start from scratch and wipe the hard drive and reinstall windows. After I wiped the drive I put in the installation cd and changed the bios to have the cd drive come first. I get a message when the cd runs that says PXE-E61: media test failure, check cable. The cd is good. I'm starting to think that the hard drive is the problem any opinions?

basic steps as no info on your pc..

Reset the bios safe default settings

check hard drive is installed and show correct device in the bios.

romdrive first device to boot is ok.

did you just format the drive or did you wipe it absolutely clean.?
nasty virus will damage the master boot record.

I use a tool... to zero the drive https://www.partitionwizard.com/free-partition-manager.html download the bootable cd version..
