Hello,
Try this 1
Click on Start --> In search bar, type devmgmt.msc and press Enter.
"Device Manager" will be opened.
Expand "Universal Serial Bus controller" --> Double-click on "USB Root Hub" -->
Click on the "Power Management" tab --> Uncheck the check box "Allow the
computer to turn off this device to save power" --> Click on OK.

There are 5 USB Root Hubs and none of them had the ability "To turn off this device to save power" checked.
