Sync out of range

Hello friends,
I have a desktop with W-XP, the image on the monitor went frozen after I changed the size of an internet page so I had to shut it off. When re-starting it, I immediately got a moving message on the screen indicating " Sync out of range". I have tried without success to re-start the machine and then hitting the F8 key. Right after every re-starting action, the monitor shows the same message. Your help will be appreciated.

Your only option is to start in "safe mode" and change the monitor settings. You need to change the frequency to 60 Hrz. Try starting the computer and hit F8 multiple times until it starts in safe mode.
