My custom built PC wont restart

So I just built my pc by ordering each part online. Everything works fine, the fans, etc. I installed windows 8.1 and got all the windows updates. However, in the process of installing windows, I noticed my pc is not able to restart. When it asked to be restarted, my pc would not turn off but the monitor power reading will start blinking like there is nothing connected to it. So I had to manually hold power button to close it and start it again. I did this throughout the whole process of installing windows and it's updates.

Anyone have any idea of what the problem is? thanks in advance

I would get into the BIOS and change the settings to "safe". If that doesn't work I would check for a BIOS update from the Motherboard manufacturer. But, be VERY careful when you update the BIOS. A miss-step can destroy the BIOS chip. Requiring a replacement chip.

I updated my bios, but same problem still persists. thanks for the help though
