OK, try this for starters.
If you know what speed your ISP is providing to you, this helps out, as each setting is different based on your subscription speed.
Run a broadband speed test at one of your favorite speed testing sites.
Now write down the down speed.
Now go to www.speedguide.net, and on the left hand side of the webpage, click on the link that says TCIP OPTIMIZER. Save that to your desktop.
In order for the optimizer to work, you must run it as Admin.
Co, run the optimizer as admin, and take the slider in the middle of the MODULE, and slide it to the speed you wrote down from your speed test.
Now click on optimize, it will tel you it is about to make changes, click yes. Now reboot, and see if there is any difference.
