Power up problem

i m using wipro ego notebook. when i turn on the laptop, LED turns on but it does not start. to solve it i had remove battery and adepter then hold the power button for 30 seconds but it did not work. give me the solution.

the next step is to have a PC Tech diagnose the problem.
