New PC not booting EVEN BIOS

Ok, so I build my first gaming PC, the I install windows 7 ultimate, I shut down, unplug, and plug in the SATA and power cable to the optical drive, without even touching the motherboard then I plug it back in, and boot it back up, Windows doesn't boot up. BIOS doesn't boot up. FRIGGIN NOTHIN BOOTS UP. Message form monitor: HDMI 1 No Signal
This is driving me crazy, I spent pretty much my life savings building this thing, I have no more money, I get as far as installing the OS, and.... nothing!! I checked all the connections, I took out the GPU and put it back in the PCI-E x16 slot, and still... nothing!! I have a suspicion that this has to do with the fact that I'm plugging the HDMI in the the GPU, as my motherboard has no HDMI :(

Any suggestions would be GREATLY appreciated. Thank you. You are awesome.

I don't understand the parts about "I shut down, unplug, and plug in the SATA and power cable to the optical drive" . Why were you playing this game with the cables? Because, you didn't know how to change the boot device?

1. Are the CPU and case fans running?
2. try boot with just the hard drive connected.
3. try booting into Safe Mode (perhaps your screen resolution is incompatible with the monitor). Safe Mode will use the standard VGA drivers and default resolution.

The HDMI cable shouldn't have any connection with your problem.

i meant i shut down the computer via windows, then plugged in the optical drive to install drivers, so the optical drive and the HDD are plugged in, I plug the computer back in, turn it on, then plug in the monitor, then... nothing, the monitor says no signal and goes to sleep, like my computer isnt even there!

well the all the fans are on, the hard dive is connected, but how am i supposed to boot from safe mode if it doesnt even recognize my computer to be there

All we know is you have no signal to the monitor.
Perhaps caused by a failed video card or motherboard or USER error.
Does your motherboard have an on-board video processor that you can use? You might need to remove the current card and use a different cable.

How did you install Windows if you didn't have the optical card installed?

What is an optical card, do you mean an optical drive? if so, this is how: since i couldnt find the 2nd SATA cable for the optical drive, i took the CD, put it in my laptop, put a USB in, formatted the USB using a program called "Rufus" and put the ISO file on the USB, u get the idea

also yes, i tried using a VGA as well.
