My dell won't power up completely. I pulled battery and power plug. Put back in and led came on then bling orange 5 times then again then white and 3 orange blinks

Hi

Flashing red and white This happens, when your bettery pack is not recognized by the laptop. Try Removing and cleaning battery contacts or replacing the battery solved the problem.
