Can't reinstall windows 7 home premium/will not let me install

My PC crashed it keeps installing Windows files/a screen appears shut down error. Many windows installed can't delete

buy a new windows 7 CD, On the computer and press del until boot screen appear try to change boot priority and save and exit. new windows install.
