When I turn on my laptop I get a windows error recovery screen. It says launch repair or start normal. When I launch repair I get a screen saying system recovery options, the installed program cannot start click ok to turn off the computer. Ahhhh please help.

What O/S? Have you made a recovery slice prior to this? If not, that may be why it is failing as there is no recovery!

See if it will boot to safe mode!

It's windows 7, and I tried to boot in safe mode but nothing happened, my son suggested I get a windows 8 disc and install that he said it would be easier.

Well, the problem with starting with a new disk is, your hardware may or may not be verified to run with 8.1.

When you say nothing happened, do you mean it sat for infinite time on blank screen?

It's gets to the system recovery option screen and turns off, so I start it up a blue screen appears for 1 second with error writing but it's so quick I can't read it then it goes to the windows error screen giving me option of normal start or recommend start but both options end with the laptop shutting down.

To be honest, you need to boot up into a USB stick and run CHKDSK on your harddisk. It sounds like errors on the disk, that can be fixed if you run CHKDSK.
