You could also try another method, take a look at this: https://ccm.net/faq/33935-how-to-format-a-write-protected-usb-flash-disk If that doesn't work, perhaps you could try some of the formatting tools, which are offered by some manufacturers for their devices.
Unfortunately, there's always the possibility that the USB flash drive might have failed :(.
