Fans start but pc does not

Hello,
when I turn on pc fans start but the screen becomes blank after showing "dvi no signals"... this happens very often.

under normal circumstances, pc starts running fine after this "dvi no signal" message... But most of the time its just blank screen with sound of running fan.

so now your pc does not boot,
what I can do in this case, and I understand that you have a desktop.
most cases in this situation the problem includes the following order:
  • Static electrical charges to main board, simply unplug everything from it and touch it with your hand or a ground cable.
  • Static electrical charges to Display card, simply remove it and clean the copper pins that connects it to the MB.
  • damaged Display adapter, unfortunately in this case you have to replace it.
