I try to install adobe-flashplugin-11.2.202.451.tar.gz file in my ubuntu 14.04 oprating system.

quite often tar.gz require only extraction, and then you can run the program. But flash plugin is different.
First you should try running
sudo apt-get update
sudo apt-get install adobe-flashplugin
it is the easiest way to install flash plugin
