Battery can not be identified

hi everyone.my laptop is showing a message "battery can not be identified.you will be unable to charge the battery" when i turn the laptop on.the laptop shuts off whenever i remove the ac adaptor.the battery is not charging also.can anyone tell me what the problem is.
sometimes it shows the message "your battery has experienced a permanent failure".
please tell me what the problem is and what can i do to solve it.

We will need to know the make and model of the laptop.

it is dell inspiron 15R(5521).

is this an after market battery?

Dell puts a chip in the battery identifying it to the charging circuit.

no it is original battery that came with laptop when i purchased it.is there any chance that chip stops working due to voltage fluctuations or something?
