Black screen when booting windows 7! Please help!

It started a few days ago. When starting windows, I get the Windows icon stating that Windows is starting, after which I receive the black screen with mouse cursor. I am unable to use any safe mode options. I was able to press f8 and receive the repair your computer option, but I no longer can do that now. I have tried multiple tutorials, trying different command prompts with no luck. Now I cannot even get to the repair your computer option, so I cannot try any other commands. I even attempted to inserted a repair disc but it is not even loading. Can someone help me?? I am lost now. I have an hp Pavilion with Windows 7.

Try this
1. Remove the battery and cable.
2. Press and hold the power button for 58 seconds.
3. Replug and start.
