First of all I thanks to all of who gives some time for my question.
My question is my CPU does turn on fan is working and CD DVD rom also working but it does not boot. What can I do for this?

The fan working and the DVD drive powering up indicates that some of the power wires have current being supplied by the power supply.
It's possible that the motherboard is not being supplied with power or that the motherboard has failed.
It will take "hands-on" access to the hardware to diagnose. I suggest a good local PC repair shop.
