The fan working and the DVD drive powering up indicates that some of the power wires have current being supplied by the power supply.
It's possible that the motherboard is not being supplied with power or that the motherboard has failed.
It will take "hands-on" access to the hardware to diagnose. I suggest a good local PC repair shop.
