PC starts but no display

Hello,
My desktop computer starts up but there is no display on the monitor. Also every time I power it off, my USB mouse remains powered(?), something like that which doesn't happen usually.

I often get this problem and resetting the bios by its battery solves it but now nothing happens.

My PC's power supply doesn't have a switch so if I plug it, the PC starts right away everytime.

We need to know more about the computer and software.

What make and model computer?

What version of Windows?
