So from what I am getting is that lets say you have 3 rows populated
R1, R2, and R3
you can to compare a cell in R2 vs a cell in R1 and if not equal apply format to whole row R2
then you want to compare a cell in R3 vs cell in R1 and if not equal apply format to whole row R3
