Can't boot from CD to upgrade windows but it will play music cds

I have a Acer Aspire 5000 laptop and I can't upgrade from Win XP to Win 7. When I try I the cd light is on and I can hear the cd making noise like it is searching the disk. Then I'll get a error message: The Device Is Not Ready?
I tried Command Prompt and even move the CD to the top priority and still nothing. Yes I went to the BIOS and changed it in there to. Everything I have read on here I have tried and still no luck.
Why will it play music CCs/DVDs but not a program CD/DVD?

Just One More solution try to get powerISO software and make your Win 7 CD a ISO file. Mont the ISO file to the virtuel CD reader than you can upgrade from there
