Computor won't start

My computer is old and when it CME on a blue screen came on and then it started when I turn the power button on the wheels staarrt to turn band the lights flicker and then nothing it still,,,, HELP,,,

Perhaps it's a power supply ro motherboard problem. In general these type problems need "hands-on" access to the computer to diagnose.
