Hello, My Packard bell laptop have a complaint, it's battery is charging only in the shout down mode. If the charger plugged into the laptop during laptop is working it won't charge. Blue and red led is continues blinking

It's common for cheap laptops to not charge and operate at the same time. It's probably due to insufficient amperage of the power adapter.
