Power and start up recovery

My acer laptop will not turn on. When I press my power on button it comes on and start up button turns on for 1 second and goes off power button remains on and about 15 seconds later start up button comes on again for one second and off again and 5 seconds later power button turns off. Can you help?

It certainly looks like a motherboard power supply issue to which only a qualified technician can look into.
