Hi Sahil Kumar,
Are you getting any error message explaining why you cannot format the memory card? Try again formatting through Disk Management, but while using Windows in Safe Mode. Any change?
If happens the same, open the Command Prompt and type the following commands:
Diskpart
List Disk
Select Disk n (n is the number of the disk)
Clean
Format fs=ntfs label= Memory quick
Assign letter
Exit
You can even try to insert the card in another device like a Smartphone and try to format it from there.
