Cannot connect to IP Cam

I have an ipcamera set up that is working. I have set my router to forward traffic from <REMOVED> to the camera. The problem is I can get to it from Chrome on my Android phone but none of my browsers can on my Windows 10 laptop. They are both on the same network but the laptop says it can't connect. Any idea why? All online port forwarding tools say the port is open. Can't understand what about my laptop is having such difficulties connecting.
