Hi Rafi,
Could you please give us some more details about the problem? Are you using a desktop PC? Are you sure the PC turns on properly and do you hear all the typical noises including the initial beep sound?
If you see a rotating sign on the monitor, this could the Windows loading logo. If it does not disappear, there may be e booting issue. Try booting in Safe Mode. Is it possible? If you have a Windows installation drive, use to start the installation and select the Repair option. Let me know if there is any progress.
