Problem with my 5.1 speakers

i had bought intex 5.1 speakers in 2014,now iam facing one problem with my audio system as when i switched on the system and giving input it takes some time to produce sound and that too comes with some noice.and when iam switched off the system the sound does not come back to zero instantly again it takes some time.
can you please identify the problem and suggest a solution.
