Microsoft Outlook is not functioning

Hello,
It appears that Microsoft Outlook is temporarily not functioning, is this problem being fixed and is it due to the hurricane in the states as I believe Microsoft is situated in the States, could someone let me know please what the problem is as I could not send my emails as normal, had to set up a new account with gmail. thank you. My gmail account is ******
