Hey there.
What's the exact issue? You don't know how to format the flash drive, or there's an error of some sort and you can't format it?
If you'd like to format the flash drive, you can simply open Disk Management (while you have the flash drive connected to the computer), right click with the mouse and select "format".
Another option would be to download the flash drive manufacturer's formatting tool (most memory card and pen drive manufacturers offer such tools for their devices) and try using it to reformat the flash drive.
