The "hard restart" procedure will not work in your case. I suggest you have a local PC repair shop diagnose the problem.

Hi Dwight,
You should disconnect battery and power cable and press the power button while the PC is shut down. As xpcman has already informed you, this method may not result helpful because it seems that the fans receive some energy. This could mean that the problem is not power related and may be caused by some motherboard malfunctioning. Sadly, this can only be verified after a specified technical check.
