Pc wont turn on or off properly

When i try to turn on my pc immediately after shutting down (which is also painful) it may sometimes half boot up and then just suddenly turn to a black screen with no signal to screen but fans spin and lights are on in the case (no mouse light either) and when shutting down the same happends. the fans keep spinning and the lights are on just the signal disapears. it doesn't actually shut down... i'd like to know if this is a Bios or a PSU problem... i have a rly old (probably more than 5 years i should rly change) Psu my motherboard is about 2 years old along with other parts i was using windows 7 and i had this problem and even after updating to windows 10 the problem remained so im certain its not a software problem unless its in the bios.

Hi jklw10,

I would restore BIOS to its default settings. You are right, this may be a power supply issue, especially when it comes to booting difficulties. Are there any problems if trying to restart the PC? When you are trying to turn on the PC and a problem occurs, are you able to see some signal on monitor or it appears as if the PC is shut down?
Changing the Windows version was a good idea because this way you can really exclude Windows issues and software problems. The best thing to do is to test the PSU or to test the PC with other power supply. Using the PC with a power supply which is not working normally may harm the installed hardware.

It may also be the mother board since sometimes when I hold down the shutdown button for a long time nothing happends

Check the power button cable. I used to have a power button issue which caused Startup/Shut down delay. Sometimes bad power button/cable may require a case change.
As you said, this may be a motherboard issue, but in most of the cases it is hard to confirm it. Trying another PSU always seemed easier to me and may really solve the issue.

Ok... Second time writing this cuz ccm doesn't know how to code... Well the problem isn't motherboard gpu nor cpu(all of em changed) so in order the most probable problems now are PSU, RAM, hard-drive or the case itself

Did you get a brand new motherboard and a CPU? The problem should be PSU related, at least look exactly like a power related issue. In fact, once turned on, the PSU may be providing all the necessary energy.
As far as I understood the problem appears when trying to turn on/off the computer, but once the PC boots, all runs fine, right? In that case, the problem may be cable related, but it is very hard to verify which cable fails. So, testing the PSU itself may show normal results. Just check if all works fine with another power supply.

Well recently its stopped workin atall and even after changing the gpu psu and the motherboard it's still broken

So basically you have tested every part and the PC still cannot turn on? So, unfortunately, there may be more than one hardware device causing trouble. Are doing these test using hardware from a technician or you have bought the hardware? In general, I would connect a CPU, Motherboard and a PSU and try to boot. If it beeps, connect one stick of RAM. If nothing happens, change a component until something happens. This seems like a really strange issue. I hope you will get a positive result soon.

Oh sorry I said that wrong back there I should've said cpu inatead of psu(currently i'm 99.997566% sure its the psu since 1. The fan doesn't spin 2. It smells burnt)

Well, these are bad news but it really seems that the PSU has failed. I really hope that replacing it will solve the issue. Unfortunately it is possible that the PSU has damaged the motherboard, so if you are going to ask for a technical assistance, request a motherboard check just in case. I hope all goes well.
