Hi there,
Have you been using the PC with more than one monitor or with a TV? It is possible that all the icons are hidden on the other screen. Please open the Display settings and make sure all is set for one monitor.
Are there any performance issues? Is the taskbar visible? I recommend you to boot in Safe Mode and confirm if the issue persists. Please make sure you have all the graphic card driver updates for Windows 8.1.
